7/21/14) The Local Plan describes
the composition, organization administration and authority
of the Contra Costa SELPA. A committee with participants
from each of the 16 LEAs comprising the SELPA develops the
Local Plan; revisions are submitted to the State Board of
Education for approval.
The Annual Budget Plan (ABP) identifies expected expenditures
for certain identified items. The purpose of the Annual
Service Plan (ASP) is to provide the public with an overview
of the continuum of options and services available within
Contra Costa SELPA. Together the ABP and ASP identify expected
expenditures and describe services and their physical location
to demonstrate that all individuals with exceptional needs
have access to service and instruction appropriate to meet
